To use Chapter 31 benefits at IU Bloomington, the student must:
- Apply for Chapter 31 benefits through the VA. Apply as early as possible to avoid delays.
- Establish contact with a Veteran Readiness and Employment (VR&E) counselor.
- Obtain a Purchase Order (P.O.), also called an Authorization Number.
- Once you have your Purchase Order and are registered for classes, submit a Request for Enrollment Certification (REC) to the IU office.
- Read the detailed Instruction Letter.
What Chapter 31 covers
Chapter 31 may pay:
- Tuition and mandatory course fees (via Purchase Order)
- A parking permit (if authorized)
- A monthly stipend paid directly to the student
Chapter 31 does not cover housing, dining, or other non-mandatory charges.

Your VR&E Counselor is your primary point of contact for:
- Purchase Order questions
- Course approval
- Certification authorization
