To use Chapter 35 benefits at IU Bloomington, the student (not the veteran sponsor) must:
- Apply for Chapter 35 benefits through the VA and obtain a Certificate of Eligibility (COE). Apply as early as possible.
- Once registered for classes and in receipt of your COE, submit a Request for Enrollment Certification (REC) to the IU office.
- Read the detailed Instruction Letter.
Important: Chapter 35 provides a monthly stipend paid directly to the student. It does not pay tuition or IU Bursar charges.
Indiana Tuition and Fee Exemption (CVO)
The Indiana Tuition and Fee Exemption for Children of Disabled Veterans (CVO) is not a VA benefit. To apply:
- Submit your application through ScholarTrack
- Complete and file your FAFSA
Please note: Eligibility requirements for Chapter 35 and CVO are different. The Center for Veteran and Military Students cannot determine your eligibility for either program.
In-state tuition consideration (VPSO-08)
Some students may qualify for in-state tuition rates under IU’s VPSO-08 policy. Eligibility is reviewed after your Request for Enrollment Certification is submitted. Understanding these details will help you avoid delays and unexpected charges. Before using your benefits, carefully review the Instruction Letter. It outlines:
- Payment timelines
- Enrollment and credit hour requirements
- Your responsibilities
- How and when funds are distributed
